Safari User Guide
Your network administrator may ask you to specify a proxy server to access the internet if your Mac connects to it through a firewall. Your administrator should tell you the type of proxy server to specify, the IP address or host name, and a port number.
Unlike most browsers, Safari doesn't have a setting to use WPAD (web proxy auto-discovery) in OS X. However, there is a way to ask Safari to automatically detect the network's proxy settings, but only if your network administrator has configured WPAD on your network. I was using Safari with a proxy server on my Macbook Pro for the last week or so, because people who log ip addresses on places like LiveJournal etc annoy me and I'd rather not reveal all to whoever happens to be looking.
